Measurable Skill Gains (MSG) and Credential Attainment Rate are two primary performance indicators relevant to Registered Apprenticeship programs managed by the Office of Apprenticeship. Interim Credentials, while not a primary performance indicator, also has relevance for registered apprenticeship programs—especially in cases of longer-term programs where the attainment of the registered apprenticeship Certificate of Completion is outside of allowable timeframes.

This webinar will highlight specifics of the MSG performance indicator, the one real-time performance indicator under the Workforce Innovation and Opportunity Act (WIOA). Two of the five MSGs that are most appropriate to Registered Apprenticeship programs will be described and discussed, including reporting implications. This webinar will also feature information on credential attainment and its relevance to Registered Apprenticeship—especially since the Certificate of Completion is a recognized postsecondary credential. In cases where the attainment of the Certificate of Completion is more than a year outside of traditional workforce exit dates, Interim Credentials may apply that satisfy requirements for a recognized postsecondary credential and a positive outcome for the credential attainment rate. These can show proficiency in key areas, acting as steppingstones to full program completion.

Grantees of pre-apprenticeship and Registered Apprenticeship grants awarded by the Employment and Training Administration’s Office of Apprenticeship will benefit from the information shared during this event.
